The actress was born in the city of Glukhov, Sumy region, 2 years before the start of World War II. The mother of the future actress worked as an agronomist, and her father worked in the NKVD. By the end of the war, the head of the family received a room in Kyiv and soon moved the family.

The artist met her husband when she entered the institute. Konstantin Petrovich was one of the teachers of the course. The love between young people arose quite strong, but the young ones decided to wait until Rogovtseva graduated from the university, and only after that Stepankov made a proposal to his lover. In 1962, the couple had a son, Kostya, and after 10 years, the daughter Katyusha.
